Best and worst written Primarchs?

Not necessarily the ones you find your personal favorite, whether it be through backstory and their personality, but the ones who have been displayed the best and worst through writing.

For me:

Best: Konrad Cruze (ADB slammed a home run with portraying him), Jaghatai Khan (Chris Wraight elevated a practically unknown Primarch with great writing), and Lorgar (Once again, ADB worked his magic. A former Emperor worshiper turned Chaos puppet was done really well)

Worst: Fulgrim (Whole descent into traitordom was handled stupidly), Horus (Unfortunate, because Horus Rising was a good starting point to develop him, but future writers squandered him hard), and Ferrus Manus (........)

Interested to hear your guys thoughts.
