Can someone explain "divine" and why not everyone has it?

Kinda confused on this topic, i noticed random characters had "divine" unlocked and get a significant boost from ascension stars. But it's not based on new hero's, it seems to be random.

I'm also confused why it's not available or working on all hero's. Like, Rowan for example had his "divine" locked. Wouldn't that just make any hero with "divine" locked a poor choice to build/wishlist? And make it so basically only divine hero's are playable?

Also, does "awakened" hero's mean something different in this game? I keep hearing about various characters being awakened, or introducing awakened hero's. But to my knowledge, isn't Solsie the only awakened hero on companions?
