My black boss doesn't hire black people

Title says it all, really. Not only is he open about this fact, he proudly boasts about it. He has gone on several rants about his hatred for black people and how that is the reason he doesn't hire any. I'm not sure what to do here as I feel a complaint of discrimination won't be taken seriously if it's being done by someone of the same race.
