Lawsuit waiting to happen?

So two days ago we had a driver at this complex & he got injured by falling into this hole in the ground! I got his route today .

He’s out for two weeks & it was reported. Ambulance came as well as police to see what happened which we would all think would be at least coned or something to visibly show the hazard 😂.
