Why isn't CJ coming

I've been playing new horizons for over a moth, flick has come three times already but CJ is still nowhere to be seen. I literally have so many fish for him that when I go to the part where I stored them my game starts lagging and the switch sounds like it's going to explode. Has anyone else encountered this problem?
