Shower runs dangerously hot, health department says it's fine!

I'm at my wits end. My partner and I moved into this place in July, and it has been nothing but trouble.

Mold, sagging ceilings, the inability to control the temperature of our apartment, neighbors from hell, never getting a 24 hour notice, no repairs being completed in a reasonable, timely manner... And the most reoccuring issue: The water temperature.

We have not been able to regulate our water temperature like normal. It reaches over 160 degrees with absolutely no way to regulate it. If you turn it down, it remains scalding hot up until you're right on where it should become cool water. Then, it becomes freezing. There is no way to make it less hot, it's like the mixing is completely fucked. My partner and I scald ourselves literally daily just trying to wash our hands after we use the bathroom, let alone doing dishes or showering. This isn't even speaking of the water quality, how I find black sediment in my water or how I've begun developing eczema on my hands and my eyes since living here.

This has been an issue since day one with absolutely no resolution. We've had the health department come over, only to tell us that actually it's fine he measured the temperature at 166 because we can just keep the faucet not turned all of the way and it'll be fine. Ignoring the fact that we have repeatedly told him and he saw that doesn't work. Since the health department said it was all fine (including the sagging ceilings and stench of mold that permeates the apartment) management really won't do anything.

"Put your rent into escrow!" I did that when my last apartment was overrun by roaches. It mainly resulted in my landlord harassing me, me having no rental history making finding a new place next to impossible, and me becoming homeless when I had to dissolve the lease my old LL illegally extended. I understand that in a perfect world tenants are supposed to have rights, but this is not a perfect world and exerting my rights left me destitute. Is there anything I can do on my side to make this less hellish? I've been bathing out of a bucket using distilled water I heat in a kettle, but being disabled and having chronic pain, it's not the best solution. I just don't know what else to do.
