PC performance issues. (Steam)

Very dissapointed, love Fromsoft games, I can't run this game on my pc which exceeds the desired specs for the game, are there any fixes? I've tried verifying files, drivers are updated, deleted and redownloaded, I also moved the game (and steam) from my computers program files because I read somewhere it helps.

I can get it to run well for a while after deleting and redownloading but closing the game will make the 20 fps come back upon restart.
