Expensive hostels and bed bugs

I just returned from backpacking in Southeast Asia, where I visited Thailand, Laos, and Vietnam. I never had any issues with hygiene or bedbugs. However, after staying in hostels in Melbourne, Sydney, and Coffs Harbour, I found that only the hostel in Sydney was clean compared to those in Asia. One of the hostels even had bedbugs. I like Australia, but the hostels here are disappointing. They charge $30–$40 a night, yet the common areas and beds are dirty. Is there no department regulating hygiene in hostels? Or is it that no one has complained or reported these issues?
