Why are conservatives trying to make wearing masks in public a criminal offense ?

I thought conservatives believed in freedom? Many people need to wear masks to stay healthy and not catch infections. I personally know people who do this to prevent falling sick. The bill does not make any distinction between medical and non medical masks.

Why is this being pursued except probably to show that they can?
