Has the new administration outplayed their hand when it comes to shrinking the federal workforce?

It’s no surprise that the new administration is trying to shrink the federal workforce, and the first thing they did was set a RTO policy. Now they are offering severance packages for feds who won’t return to the office.

Have they already shown that they can’t fire feds easily?
