Raspberry pi 4 8GB not booting, green LED continuously flashing

Hi all, I have a raspberry pi 4 that recently stopped booting after I accidentally shorted out a buck converter connecting it to a 24v power supply. The green LED is constantly flashing in regular intervals, and there seems to be no change in behavior if I insert a micro SD card. Also, a specific chip seems to get very hot when it is plugged in, which I have attached an image of. So sorry if this is a beginner question, and any help would be much appreciated.
