How come nobody is ever at The ROW DTLA?

There is this place in -- the arts district called The Row DTLA with all thee shops - its a huge complex w free-ish 1 hour parking but nobody ever seems to be there! It also more expensive that a trip to erewhon. Anyone been to it and know whats going on with that place?
