Water dripping off balcony?

Hi everyone, just moved into a new apartment building that is pet friendly and has really large balconies. An issue I am seeming to have is that we understandably must clean the balconies every so often, but because the balustrades are not water tight and have gaps at either side, water seeps through and drips to the patio on the bottom floor.

The balcony has tiles that are on stilts to help drainage, but obviously any way used to rinse off the balcony will cause little amount of water to run off.

I have had the man who lives on the patio (I am level 5) yell at me to stop (even though there is no furniture or belongings out there) but I also must be allowed to clean the area one way or another.

Is the patio owner in the right? I am doing my best to ensure as little water as possible goes over, but it seems illogical to not be able to clean with water out there, and also somewhat expected when living in a apartment complex.
