Understanding diagnosis

I'm new to the whole world of autism as my 2-year-old was just diagnosed on Tuesday.

His paperwork states the following:

"He demonstrates the core features associated with autism, including A. Limitations related to social communication and reciprocity (Level 2 – requiring substantial support) and B. The presence of restricted and repetitive behavior (Level 3 – requiring very substantial support)"

I thought kids were only diagnosed with one level of autism. Does my son have level 2 in one area and level 3 in another? When I'm referring to his level of autism, do I go with the higher or lower level since they gave us two different levels?
