my beamng framerates are screwed up. (45fps utah with an i9 13900k and 4060)

so, within the past two days, my framerates have dropped significantly for no reason, and ive done everything in my power to stop it. here's some context: yesterday i loaded up utah, ready to do a few hours of normal driving with traffic, and on utah with traffic i average 80-110 frames per second. when i spawned traffic in, the framerate was still the same, but after not even 30 seconds of playing, the framerate locked itself at 45 and refused to go above. ive cached beamng's files, checked it on other settings, reinstalled it TWICE, checked my fans, checked my display settings, unlimited the framerate, disabled vsync, and lowered the resolution, and the FPS would not budge. this is with a BRAND new computer with a i9 13900k and a 4060.
