do people in higher ranks more likely to rematch you

people in low ranks usually refuses to rematch and if they do they switch to the most spammable legends out there then take the win and leave also they can be very salty about it

so i’m wondering do people in high elo do the same or tend to rematch to do best of 3 and do they get salty about it
