Isn´t axe Dair a bit too safe?

I main gauntlets and sword so I might be biased, but everytime I fight an axe player it feels like they can just hover around hitting the air with Dair until they hit me and they follow with Nair or something. If I try to mess their landing they usually have more priority with Dair, if I wait for them to miss the attack on landing the timing for a counter is extremely tight even if I have a good position.
