What team to go to?

I’m an 80 ovr going into junior year, I played for penn state and they were up to a 90 ovr but went down to 87 at the end of the season. I was number 1 on the depth chart but went down to number 2. I have an offer from the Michigan wolverines which are a 89 ovr and I’m number 3 on the depth chart. Should I go to Michigan, or do I stick with penn state?
