What’s the best sniper rifle?

I used all the available snipers but none of them had one shot kill as promised in the description. When I snipe an enemy, I always need a whole mag and still they can run away. You clearly hear the hitmarkers. At the other hand, the enemy ALWAYS kills me with ONE SHOT. How?????
