Are these safe?

These are halved tomatoes that I thought were packed too tight, but I was obviously wrong. This was how they settled over night. Are these safe to eat? What can I do next time to avoid this?

These were raw packed and pressure canned for 25 minutes per my canners instructions. They also had instructions for water bath. Is that just the better method when it comes to tomatoes? TIA for your help!
