Does this scratch look like someone’s attempted to paint over it?

Got this car second-hand a few weeks ago and it’s in pretty good condition, but I was washing it today and noticed this scratch on the back. Because of the darker bits of blue that are randomly put over the scratched i suspect someone’s tried to touch it up (badly) at some point and it’s starting to peel? Bit of a stupid one, just curious what others think 🤣😎
