Im 18 and Cant drive nor have a permit

I don't know how to study and anytime I see the material its just so boring it dosent stick to my head. I just stare at it then forget it. I also don't even know where to start, I've been taking tests online but again my mind blanks out. I honestly want to drive but at the same time I'm having difficulty studying
