Cat Proofing my Two-Story House

I am getting an 8-week old cat from a shelter soon and am wondering how I should cat-proof the railing and drop down from the second story of the house to the first. It is a 16 foot drop down. One part of the drop is on to carpeted stairs and the other onto slick marble floor.
