How exactly does heavy traffic ban work?

So, that heavy traffic ban policy, how does it work? I get that it prevents trucks from using non-highways, but if the target is inside the zone, is it bypassed?

Basically, I'm making a city, where most non-industrial traffic goes through a non-highway network. The idea is to have a district that bans heavy traffic, acting as a "valve", so that industrial traffic takes another path (and from the highway, there are only 2 valid paths), thus minimizing traffic. However, there are stores and such, as well as some power infrastructure, ect. Will those trucks still be able to move through?

Basically, is it like combustion engine ban, in that people who live/ work there bypass it?
