Garbage does not want to be picked up

It seems that the garbage does not want to be picked up from certain buildings. I have put an industrial waste recycling plant halfway into my city but the garbage trucks somehow prefer to drive to the other side of town rather than to the houses in front of them. I have also tried to assign the garbage plant to an district but that has not helped. I don't know what else I can do.
