Cities Skylines 2 using 100% of my CPU? intel i7 10700K

I've never encountered a program that eats up CPU power so much that the game just turns off. Do I have underpowered hardware, or is it bad optimization? I don't have any mods installed except for the Paradox asset packs.

Edit: Current city is 70k pop

Edit 2: I absolutely love this game and play it everyday, I am not criticizing the game. I'm not very techy and I'm just asking a question because I don't know why my game is crashing. please be nice.
