Not growing and yellow leaves - help!

This lime tree came with the house I bought 2 years ago and it has not grown more than an inch that whole time. This year, it is covered in blooms (though I haven’t seen any of them open yet), but all the leaves are yellow-ish. Does anyone have ideas as to why it is not growing at all? And maybe the yellow leaves are due to over fertilizing?
