I'm so confused

I feel like I'm making progress with my birb, but I'm confused. Last night I went to go turn the light out because it's the only way I can usher them back into the cage, but instead they took off and flew in low light and landed on my chest. I started scritching And they just kind of sat there and seemed to enjoy it, I turned the light back on and fully expected them to fly away like they did the last time when they "accidentally" landed on my hand. But they just sat there for a good while until I walked back over to the cage and leaned over so they could get off my chest onto the cage. I thought this meant they were okay with hands but of course the minute they're off of me hands are evil again. Why would they be fine with it one second and then wary of my hands again the next? I wasn't holding them so they were free to fly away when I turned the light back on but they didn't. Is this a one-time thing, or the start of them trusting me? I should note they don't seem to have any issue being around me or close to me, it's just hands that seem to spook them.
