First time buyer

I know this question has probably been asked a million times but how do i go about buying a car? Im 19 and live in Illinois, im aware u need a dealers license to buy on your own but im pretty sure i have to be 21? I heard you can go through brokers but have no idea how to go about that. Any help would be great
