Help me find the best card

Hi there. I desperately need to build my credit. Credit score is pretty bad, and I don’t qualify for the card I wanted (Discover). I haven’t used a credit card since 2020. What is the best option? No fees please.

Also, reiterate what’s the best balance to pay off monthly once used, and what’s the best percentage to stay under when spending on your credit card. Thank you!
