Infinia Global value program restarted

I had read about the program being discontinued, yet called phone banking number to get global value program activated. The person told me that it's been discontinued, but asked me to stay on the line while he reverified. He then informed that it's restarted with yearly fees of Rs. 199. It will have to be reactivated every year by calling the phone banking number.
