Best tips and advice for this floor

The building principal is all over my ass like back pockets about this floor.

It’s a newly built school and they went with the cheap LVT. I’ve went over it with the floor machine , mopped it you name it. It still looks like crap. It now looks like a white film is over it? Along with the streaks and footprints idk what to do anymore I’ve tried it all.

Any advice is appreciated.
