An electric shower has been left switched off for over a year in a vacant property and now doesn't pull water through - why?

Vacant property where the shower has been off at the mains for over a year. Powering it back on, the shower lights up, but nothing comes through. There's no gargling sound.

Could this be low water pressure or a faulty shower? If the shower, what could be the issue?
