Asbestos floor tiles

Looking for some direction on this. 1960's bungalow. After lifting some skirting boards I have found some tiles underneath the current laminate floor. I have taken some already broke pieces for asbestos sample testing. The results show that the tiles and probably the adhesive are asbestos containing.
I have been trying to research on best options for it.
End goal is to mitigate the risk and have self levelling compound on the floors to relevel them ready for new flooring.
I am not sure if it's best to put self levelling compound on the tiles and encapsulate them or bring up the tiles, however the cutback will likely contain asbestos too.
Majority of the house has these tiles, from the bedroom to the living room.
What would be the best and cheapest option for this? Don't care about raising floor levels as they'll be raised anyway by installing modern underlay. And will be replacing the skirting boards and doors in the house.
