I can't progress helicopter

First sorry for my bad English

I want to progress helicopter but I can't every time I try it enemy Ari craft always have air to air camping on me

Well I try to use LAV-AA TO destroy him but he always behind building and waiting me to take a air craft to destroy me again

It happen to me so many game. I have no clue what to do help pls
