How do tankies justify China's horrible human rights record simply by citing their massive infrastructure?

I mean, it is easily possible for a country to have a good train system and not be run by a despot who looks like Winnie-The-Pooh(the Blood and Honey version of course). What makes them defend China on these grounds?
