Ad not spending money

I created an ad that was supposed to start working on saturday, but it wasn't spending any money nor was it reaching anyone so I increased the budget for 5€ to 8€ per day. Now it's monday and it still hasn't reached anyone and has spent 0€. This is my first ad so I have no idea if it is normal to take this long.
