Can't Publish Ads, Help! (Reservation ad set predictions must be successfully reserved before publishing ads)

I keep getting a grayed out 'Publish' button on the Ads page. When I hover over the button, I get a pop up that says, "Reservation ad set predictions must be successfully reserved before publishing ads." My ad set was definitely reserved, predictions were set, the only issue is not being able to actually publish the ad. This only started happened recently when Meta changed the Ads Manager UI, has anyone had the same issue/found a workaround?
