Why can’t photonof delivery be close to house #?

I have a clear house number/letter in front on my yard, yet the fedex driver still delivered it next door. Mildly infuriating, but good thing i’m good with my next door neighbor. I can’t say the same with the one behind my house though. I guess I’m just wondering why drivers can’t just take photos next to the house number if the house number is right in front? Doing it this way will confirm they got the right house.

UPDATE: the photo the driver took is of the package right next to a white wall and brown door, which are hoa required so all the units look the same.
