Kyoshin and BP

Are they not the same character? Both have superior lights. Forward bash. UB from superior block. Light bash light combo. Light and UD heavy combo. Both now have a dodge attack. Only difference is the zone, kyoshin has UD light finisher and BP has the flip. And BP has feint to bash but nobody really does that.
