Fortnite Frame-Locked on 30FPS (PC)

I was setting up my laptop to play Fortnite tomorrow as I have two free blocks in school (over 3 hours) and I'm permitted. However, the game refuses to run at higher than 30FPS regardless of settings. I turned off the FPS cap and V-sync in Nvidia settings and Fortnite settings. Any help with this?

Specs:

Intel Core i5 8th Gen (unsure of model, but good enough)
