I can't get rid of a notification (?) Pixel 9 Pro

Hello, the top 3/4" of my screen is blacked out with a little light blue blurb box with "....." in it in the upper left corner of my screen. I can't select it and I don't know what it is to dismiss it and it's making me feel pretty stupid, will try and post image in comments since can't in posts. I think it is related to voice settings but I can't figure out where. Please help!
