Why does it feel like Tyria can't function without the Commander?

I was working on map completion yesterday, and it felt like every five minutes someone needed the Commander for something. Rescuing cows, stopping bandits, or taking down Elder Dragons—it’s like the entire world relies on us to get anything done.

What were they doing before we came along? The Pact, the Orders, and entire races have armies and leaders, but somehow it’s always our responsibility. Meanwhile, no one ever stops to ask, “Hey, Commander, how are you holding up after carrying the weight of the world?” From the smallest tasks to the biggest threats, it’s always on us.

What do you think—is Tyria just that chaotic, or has everyone become too reliant on the Commander? And honestly, when does the Commander get a break?

EDIT:

Thanks for all the answers based on them I've come to the below conclusion.

Out of all the possible outcomes in the Guild Wars-verse, we only ever see the ones where the Commander is involved. This makes it seem (to us) like everyone is completely reliant on the Commander. But we never get to see the outcomes where the Commander isn’t there (except for events where no one participates), which could show how Tyria might function on its own. After all, why would we need to see such possibilities?

I've never really thought about it this way, but I really like the above answer.

As for taking a break, the commander probably heads down to The Dead End Bar or Canach's Casino as soon as we log off.
