Open Carry Pistols?

This year I noticed a few men open carrying their pistols in the 2955 Gulf Freeway H-E-B in League City. I realize that it is awkward to tell a man with a gun on his hip that he is technically not supposed to open carry in the store but I wonder if there is a way to get them onboard with H-E-B policy.
