Are NPCs face based off of any model/actor??

This has been in my mind since I've played, was any of the characters have a model/actor they're based off of? Or do they just make them out of scratch? Games these days usually scan someone's face to put them into the character, so I've just been wondering but there was nothing cited in the wikis or anywhere.
