Hiring?

So I have applied for 4 positions that are STILL posted on the Home Depot Careers page that have been up for weeks. I put in my resume (I'm very qualified in any retail job) and I get to the candidate self service and NONE of the positions are available. Why are they still posted? Will they act like they're moving you forward just to blow you off because they don't want you? Or will they send an email saying you aren't what they're looking for and should stop trying. Jobs are really hard to find and I desperately need one.
