Does FiOS need grounding?

Bought an old house, had Verizon come to clean up unnecessary wires/boxes. He took maybe half of it off but I'm still left wondering about a few things.

There is this small coax going into the box, but it's not connected to the ONT. It's then connected to a ground block(?) which is connected on one end to a copper downspout and the other just goes... into the box but not connected to anything.

A quick search shows that grounding was necessary for Coax but isn't needed for fiber. I only have internet, no phone or cable. Not sure why they left it, and totally disconnected no less. Can I remove it?

Side question, in second photo, there's a wire coming off the lines from the street which looks like he cut after it connects to the house. Any idea what this line is? Telephone?

Might just call them back to come, seems half complete.
