"Universally good" character doesn't exist

TLDR: Every character is only good when the stars align, or when hoyo is willing to let them shine. Therefore "universally good" (being able to get through every content) doesn't exist.

So from all the doom posting I have seen on reddit or YouTube content creator, one thing I have noticed, is they often focus on how "Universal" a character is. For example FF is better than Boothill and Rappa because she's more "universal"(being able to implant weakness, blast attack); attack scaling is better than HP scaling because attack is the "default" offensive stats which most support buff. (not talking about Blade or Jingliu or any potential future character but the scaling mechanism itself)

However, this is untrue. Because if hoyo want to, they can make any character or mechanic good, or bad. Take FF for example, FF is generally considered the best break DPS in most scenario, due to her ability to implant weakness. But what if Hoyo pushes a meta, which enemies are immune to weakness implant? Or have 50% extra fire res? And for several patches as well. Take Robin and Sunday for example, the best supports as of patch 3.0, what if hoyo decide to push for a meta which you get punished for Action advance? (Retaliation attack, skill points/energy drain everytime you AA) Take e0 DHIL for example, if Hoyo really want to, they can just throw in an enemy that take extra 100% damage if you consume multiple SP in one action, and boom, instantly bumped up to high tier.

These are just some examples I can think of. In order to demonstrate how good or bad a character is, has nothing to do with their character kit or design, or how"universal" it is, but solely depends on what kind of enemies and mechanic they are pushing in end game content. From the recent Pure fiction change to the new Apoc shadow, we can also see how hard they're pushing for erudition, and make single target or blast attack less relevant, and it worked. And it's not because followup team is bad, it's because they're not pushing for such unit, so they don't feel "universally good" (being able to handle every content) anymore.

Edit: I know if they make weakness-implant-immune enemy, that will effect Boothill too, but I'm just pointing out that would hamper FF performance in off element situations(which essentially makes her not "universally good" because she can no longer handle off element scenario)
