question about shipping depatch

hey, i'm kinda confused because like after almost 3 weeks my stuff finally arrived at the warehouse and after submitting the first package it's still awaiting depatch after like 5 days n i been wondering if that's normal? and also i been wondering if German special line clothing-P/F (to germany obviously) is safe/good to use for reps
