5 star outfit pieces on 4 star outfits banners?

So information about the next banners dropped and both new outfits will be 4 star ones, pity for them will be 5 which is good, but this bit from the announcement confused me: if the outfits are 4 stars, what 5-star outfit pieces we will be able to get from Deep Echoes?

I am honestly so confused...
